United States Government rental car programs and U.S. military car rental programs are offered by many companies to federal government employees on business or leisure rentals. These programs offer a variety of benefits and savings, as well as government discount codes.
I did some research to get an overview of the different program benefits and offers to U.S. federal government employees and those in the U.S. military. Official Business/Tour of Duty Orders
Government-issued credit card or official travel orders required for government car rental res. Military or government-issued ID may also be required.
Family members of the above, (with dependent identification) may also be eligible.
A military or Government-issued ID may be required. The min age for off-duty military rental is 21, (Rates may be higher for those under age 25).
Federal government contractor program
This program offers contractors working domestically for the Federal Government, special rental rates and benefits including:

National Govt Program
National offers discounted rates for U.S. Government and Department of Defense travelers on official business with authorized travel orders.
Benefits of National's government rental car program include:
Full Loss Damage Waiver, and no fee for additional drivers or underage drivers (minimum age is 18 on official military business).
A government-issued credit card or official travel orders is be required and a military or government-issued ID may be required at time of pick up.
Leisure travel rates are also available, but do not include the benefits listed above.
No government discount codes given on Nationalcar.com. Information stated that renters must request either government rate or leisure travel government rate when booking their reservations... Perhaps these rates can only be obtained by calling in a reservation. 1(877) 222-9058
Thrifty.com suggests that you check their government car rental rates online through their web site. The amount of discount can vary and may change often.
On official travel, a credit card is not needed, but you must provide copy of your official travel orders and will need to provide a cash deposit up front for the total estimated amount of the rental.
For a rental for leisure/non-official travel , renters must have a major credit card for deposit and payment.
For official travel, there is no additional driver fee. For leisure/non-official travel, there is a charge for additional drivers.
For official travel, government car rental minimum age to rent is 18 years of age. For leisure/non-official travel, it is 25.
