7/8 passengers... it will be rare to be able to guarantee an 8 passenger SUV... but you can always call the rental company to make your preference known after you book and have a reservation number.
When you see two options for seating capacity, it means that the car rental company has both options in that category. You are guaranteed 7 passenger seating. Whether or not you get 8 passenger seating would depend on what make/model you get at the rental counter.

It's common for rentals of large SUVs to have a no show policy... you will usually have to give your credit card in advance... make sure to find out the terms and conditions of cancellation and the policies for any possible cancellation fees.
It is also common for large SUV rentals to have limited mileage restrictions.
If you reserve a large SUV with limited miles, I would suggest calling the rental company's toll free reservation line and giving the rep your confirmation number; they may be able to find a rate that will offer you unlimited mileage or, at least, more miles than allowed on what you've booked.
