As an international tourist, can I rent a car using a prepaid visa debit card?

I was 99% positive that you cannot rent a car using a prepaid visa debit card. Just to be 100% sure, I checked for car rental debit card policies for the major US car rental brands:
According to their website sections on rental policies:

Their car rental debit card policy states that they only accept gift cards or prepaid credit cards as a means of payment at the end of the rental -- they cannot be used for the deposit or credit id at the time of pickup.
Their rental car debit card policy states that prepaid debit cards or gift cards are not accepted at any location as a form of credit identification. Prepaid debit/gift cards are accepted at time of return only, as a means of paying for the rental.
At time of pick-up, you may not use a prepaid debit or gift card for the required hold. However, prepaid debit and gift card cards may be used for payment at time of vehicle return.
Their rental car debit card policy states that gift cards and prepaid credit cards may not be used as credit ID, but may be used to pay for the rental when the vehicle is returned.
I checked to see if you would be allowed to rent a car using a prepaid visa debit card, but according to Hertz's policies, they are not accepted as credit identification.
