I look to the driving guides on AutoEurope.com . The majority of my first hand car rental
knowledge is limited to North America, so I find this site very useful when looking at overseas guidelines and rental restrictions.
I researched information about the ability (or possible restrictions against be able) to be able to take a rented automobile from Portugal into Morocco.
According the Auto Europe driving guides for Portugal
"Cars rented in Portugal are not allowed into the following countries: Albania, Bosnia, Belarus, Bulgaria, Czech Republic, Croatia, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Russia, Slovakia, Slovenia, Turkey, Ukraine and Yugoslavia. Luxury cars are not allowed into Italy." They also make this very important statment -- "No cars may go onto the African continent. "
As no cars may go into the African Continent, as I understand this statement, it would restrict any car rental, regardless of the provider, (be it a rental company or broker) being allowed to travel to Morocco, as Morocco is a country located in North Africa.
Hope this helps. Best wishes with your rental.
