Can you Rent a Car Without a Credit Card?
In researching cash rental qualifications for various car rental companies, I found that it possible to rent a car with cash with a few car rental companies.
While none of the car rental companies I researched will allow you to use prepaid credit cards for deposit, there are some cash rental for rental car qualification options with several car rental companies. Here's the information that I've found:

Cash car rentals may be possilbe for the rental of economy through full-size cars. Key points regarding cash rentals:
Renter must meet Cash Rental Requirements.
The following requirements apply to rent a car with cash:
Phone Bill or Utility bill in the renter's name (not a cellular phone bill) that can be verified through directory assistance, or a recent monthly statement that does not show past due status.
The address on bill must match renter's address.
A return ticket from an airline, cruise ship or train
Verifiable phone number in the name of the renter
Ability to make a cash deposit in addition to the cost of the rental
Additional Drivers are not allowed on cash rentals
Cash deposits are not accepted for Luxury car rentals
Note: Domestic and International Tour customers are exempt from some cash rental restrictions due to the pre-paid nature of their travel packages. Contact your tour arranger for more information.
A deposit in the amount of the calculated rental charges plus an additional $300 is required by Alamo in order to be able to rent a car with cash.
Renters may use cash as form of final payment upon return of the vehicle.
For rentals in Canada, only customers on a pre-paid tour or renting on corporate accounts that have negotiated the option to use cash are allowed to use cash to qualify for a rental. The following are required: verifiable proof of employment, verifiable home/cell phone and/or utilities in renter's name, verifiable return transportation ticket. A deposit of $50 per rental day may apply.
Cash rental qualifications are specific to the Enterprise location that you rent from. Contact your location ahead of time to determine what is needed when renting a car with cash or a debit card. You can find location specific info on Enterprise.com (opens in a new window)
The branches may require:
Two current utility bills
Most recent paycheck stub
Driver's license issued from the rental state
A minimum deposit plus the entire cost of the rental which will be debited from the account at the time of pickup. (Deposit amount varies by location from $100 to $300). Please contact the rental branch directly to find out the exact amount of deposit that would be required.

Requirements for cash car rentals MUST be verified directly with the branch you wish to rent a vehicle from. It is strongly recommended that you check with the branch before attempting to pick up a vehicle.
You can rent a car using cash, when renting an economy, compact and midsize car only at participating locations. Cash rentals are not permitted with Fox in Oakland, CA or Phoenix, AZ.
Renters must be able to show a copy of both their incoming and return portions of a round-trip airline ticket. Ticket must be in the same name as the drivers license.
A cash deposit of the total estimated rental charges plus $250 is required.
Cash Rentals with Hertz are accepted with a Cash Deposit ID Card. Applications for a Cash Deposit ID Card are available from your local Hertz Office only. All applicants must be 18 years or older and the application process takes approximately 30 days. Make sure that you leave enough time before your rental to complete the application process.
There is a $15 USD nonrefundable processing fee. If accepted for a cash rental you will be issued a Hertz Cash deposit ID card that may be used at the time of pick up.
