My Response: Generally, each car rental location owns and manages their own specific fleet of cars. The reason that drop off fees are so high for a car rental one way, is that the car rental company must make arrangements to bring their one way car back as quickly as possible; they don't want it sitting on the lot in another city, unable to be rented. Often, when a car rents one way, the rental company will fly an employee down to drive the car back; if it's cheaper, they'll send two employees down in a vehicle so one can drive the car back. If there are lots of one way cars between two cities, they'll usually have an agreement for employees to drop off and return cars. The cost of having the vehicle brought back, and the loss of rental revenue for the time it takes to bring the one way car back,, are why you pay such high drop off fees. It may be possible to arrange a one way rental car, when the company needs a car dropped off in another city, but this is very difficult to manage. You would have to contact the location directly, and they would need to have a car from the city that you want to drop off in for the dates that you want.
It's hard to find a situation where those factors, for a car rental one way, fall into place for both you and the car rental company.
